Toulouse is a growing city, with a lively city centre. The project implements a series of consistent, sustainable public spaces in the centre of town. The (perimeter of the) 635-hectare studied area extends from Pont Saint-Michel and Allées Jules Guesde to the limit of the canal from south to north and east. To the west, it includes Allées Charles de Fitte and the banks of the Garonne.

Toulouse city centre is a combination of the richness of its history, the strength of its geographical and urban spaces, as well as the density and synergy of its existing activities. This is to develop a clear and powerful methodology both to understand the strengths and establish measures and/or proposals that could be consistent with each other and capable of being explained and understood, and thereafter modulated and adjusted to be converted into urban improvement.
