The residential neighbourhoods of "Hauts de Rouen" in the city's Banlieue are very "separated" from the urban fabric, especially Châtelet and Lombardie. The proposal to unlock the neighbourhood involves an efficient TEOR public transport system, and the reconversion of the system of towers and blocks into a more urban and continuous structure. An open block system allows for the organisation and improvement of the blocks where this process is possible, as well as the entry of new operators that add programmatic diversity to the whole.
